Captain Shirley has been a member of the Police Department since December 1993.  He has a Bachelor’s degree in Sociology and a Master’s in Public Administration, from California State Northridge.  He is a graduate of the FBI National Academy, Command College for executive leadership, and from the University of Southern California’s Delinquency Control Institute, and has served as a law enforcement facilitator at the Museum of Tolerance.

Before joining the Santa Monica Police Department, he gained several years of practical and administrative experience working in the social services profession in the area of youth intervention.  He has worked a variety of assignments within the Police Department, and is currently the Commander of Operations (Patrol).
