Captain Mark Smiley has been with Department since 1982.  Captain Smiley spent 12 years as a police officer working a variety of assignments before promoting to Sergeant in 1994.  Captain Smiley, while a Lieutenant, was appointed to lead a multi-jurisdiction task force to address gang violence in 1998.  As a Lieutenant, Captain Smiley held positions in Special Enforcement, Traffic, Patrol, and Internal Affairs. 

Captain Smiley has held the rank of Captain for nearly six years and has held positions in Criminal Investigations, Operations, and Special Enforcement.  While assigned to the Office of Operations, Captain Smiley served on many committees and work groups associated with homeless issues.  He worked closely with City staff including the City Manager’s Office and Community and Cultural Services in bringing about education, prevention and enforcement efforts associated with homelessness.
