| In 1991, the Santa Monica Police Department established a specialized four-man police unit to directly respond to the community's concerns regarding homeless-related issues. The Homeless Liaison Program goes by the acronym H.L.P.

| With the creation of the program, the Police Department recognized the need to take a two-pronged approach to impacting the plight of the homelessness in the city. Besides utilizing the traditional law enforcement approach, the Police Department took the unique path of participating in social service efforts as well. The overall goals of the program include ending the cycle for many of the homeless as well as improving the quality of life for the residents, property, and business owners in the community.

HLP Team Services |
| The HLP Team works closely with various social service agencies in an effort to place homeless individuals in short-term shelter and long-term housing. In addition, the HLP Team works with agencies to provide for basic needs to help end the vicious cycle of homelessness in our community.

| During the winter, there are cold weather shelters available to the homeless.

| One of the most important elements of the City's effort to impact homelessness in our community is the linking of qualified homeless individuals with jobs. It is for this reason that the City funds Chrysalis, a non-profit agency that provides this important link.
