    Clinton Muir, Captain - Administrative Services Division

    Muir Captain Clinton Muir joined the Santa Monica Police Department in 1990.  During his career as an officer, Captain Muir worked a variety of assignments including: Patrol, Motorcycle Officer, Collision Investigator, and Operations Adjutant. In 1998, Captain Muir promoted to the rank of sergeant where he was a Patrol Supervisor, Internal Affairs Investigator, and Court Services Supervisor.  He was instrumental in developing the Police Department's first Internal Affairs training program as well as creating and hosting team building workshops for department personnel.  In 2001 Captain Muir promoted to Lieutenant where he developed a new Division, Traffic Services, to manage traffic circulation and enforcement.  During that time he had the honor and responsibility to coordinate the City's response to the 3-day interment of former President Ronald Reagan.  Concurrently, he managed the Special Operations Division which included S.W.A.T, narcotics, and Vice.  As the Operations Executive Officer he created the successful Neighborhood Resource Officer program, as well as creating the Event Planning Unit, finalized a new patrol deployment plan, and developed the Department's "Keys to Quality Service" model which focused on providing customer service practices and philosophies to law enforcement. Captain Muir also managed the Communications Center where he enhanced the training program and focused on developing a positive work environment for the staff.  As the Criminal Investigations lieutenant he was instrumental in acquiring a dedicated DNA Criminalist for the Department; creating the Youth and Family Services Support Coordinator to provide youth outreach and liaison; and managing hundreds of investigations annually.   

    Captain Muir has served on several committees including the Downtown Transit Mall Project, the City Of Santa Monica "We Do the Right Thing Right" Customer Service Committee, the Public Safety Facility design team, volunteered with the Police Activities League as well as an instructor of the Police youth and adult Community Academy and the City's committee to address homelessness and develop a five year strategic plan.  He holds a Bachelor's Degree in Criminal Justice, graduated from the Senior Management Institute for Police, completed the National Emergency Number Associations Center Manager Certificate Program, and attended the Disney Institute for Providing Quality Customer Service.

    Captain Muir has been recognized as Officer of the Year by the Santa Monica Rotarians, received the Santa Monica Police Department's Life Saving Medal, recognized by the United States Secret Service, and received the Medal of Valor from the California State Firefighters Association. Captain Muir believes in trying new creative methods of policing that may be non-traditional.  His philosophy is that you lose nothing by trying and not to think "out of the box" but "beyond the box."
